CDF Development, LLC was founded in 1992 in Baltimore, Maryland with a mission to provide financing to large-scale retail projects in low-income urban communities throughout the United States.

Specifically, CDF provides below-market loans and investments to allow for-profit developers to offset the additional costs and reduced revenues associated with low-income retail development in urban areas.

To facilitate its investments, CDF Development has been allocated $100 million in federal tax credits as part of the Department of Treasury's prestigious New Market Tax Credit Program (NMTC). The New Market Tax Credit Program attracts private-sector capital investment into urban and rural low-income areas to help finance community development projects, stimulate economic opportunity and create jobs in the areas that need it most. The NMTC Program permits individual and corporate taxpayers to receive a credit against federal income taxes for making qualified equity investments in investment vehicles known as Community Development Entities (CDEs). The NMTC Program is administered by Treasury's Community Development Financial Institutions (CDFI) Fund.

Over its 35-year history of public-private retail re-development in low-income and distressed communities, Cordish has completed 25 retail developments comprising over 4 million square feet of space in areas now designated as NMTC eligible. These projects have attracted over $1 billion in capital to low-income communities nationwide, and have created over 22,000 new jobs in these communities.
