CDF Development's parent, The Cordish Company, has a long-standing national record for successfully deploying capital into low-income community retail development. CDF Fund personnel have extensive private sector and public sector experience. David S. Cordish, Chairman of The Cordish Company as well as President of the CDF Fund, was the first Director of the federal Urban Development Action Grant ("UDAG") program under Housing and Urban Development from 1976 to 1980, where he deployed approximately $800 million annually in federal grants to distressed urban markets, which in turn leveraged billions of dollars of private investment. Prior to this, Mr. Cordish was also Chairman of the Baltimore City Housing Authority.

David S. Cordish is Chairman of The Cordish Company. His career has included service in law, government, and commercial development. In 1969, he formed The Cordish Company to develop retail real estate projects. His company has developed and managed projects that has have encompassed over $2 billion of financing and 11 million square feet of real estate, with a focus on urban projects in low-income communities throughout the United States.
Mr. Cordish also has extensive civil service experience, starting in 1972 when he was appointed Chairman of the Baltimore City Housing Authority. In 1978, President Carter appointed him as the first Director of Urban Development Action Grants (UDAG), a position he held until 1981.
